I have tried various promotion websites but so far, they are not effective as they just provide temporary means of activity in an inactive forum and that's it. It's not going to last for a month. So, are there any effective means of advertisement to promote a forum? Google, facebook ..etc provide attractive packages but I need something else that doesn't cost much as forum costs(hosting cost, premium domain cost..etc) are not at all cheap after all.

As far as I'm aware, the only effective means of advertising cost a lot of money. AdWords campaigns will bring some traffic to your forum, but you will need to invest a lot to see any significant increase in members.

Advertise on other forums which are similar to your niche, if done correctly, you would be surprised at the results. Persuade them, why should the user sign up and spend time on your forum? If you can't think of any advantages, spend more time working on your forum and create advantages. Have you got better content? Do you provide better rewards and competitions?

Just think as a user: why would you sign up to your forum, over other forums?

Persuade. Forum advertisements may seem ineffective because you aren't doing it right.

I was more talking official advertising which you pay for. Obviously wouldn't want to spam the forum with advertisements.
That wouldn't be a bad idea assuming that they sell advertisement space instead of just taking donations like most of the webmasters do these days. I am not talking about spam. I have an advertising section in my own forum where members can advertise their own websites. In order to do that, they need a group promotion though. They have to post 100 posts to get a promotion, now the number is 500.

For a second, I thought we were talking about such sections Very Happy

Personally, from what I've seen on my own forum, my members wouldn't join another forum regardless of how cool it was. People advertise their forums all the time in my community, but in the past year, not one single one of my members joined one of those forums.

I think using of Social media and investing a little monies advertising even on twitter and facebook . It increases your traffic as well .

Spamming forums doesn't work to well, if somebody came spamming my forum they they would be Purged and their details added to StopForumSpam.

These sections work just as well, if not, better. I just wanted to clear up that I wasn't talking about spamming a forum with advertisements which is bad practice. You can also an animated banner ad to do this, which is more accepted.

Advertising in social media is one thing that I can see as effective means, though it isn't that always reliable. A boost in memberships and activity will at most always rely on interested people, enticing activities and a little swish of money.

To be honest, use of money can be one of the keys to have an effective advertisement. Also, joining and advertising on promotion forums can also help out in boosting memberships to your site. In the end, webmasters would say advertising is such a difficult job to do, especially when we want to have a boost in our activity.

Advertising on Twitter can get you lots of foot traffic on your site, especially if you do it right.
